"Israeli and U.S. intelligence have exchanged considerable information on the international infrastructure of Islamic terrorism in the two weeks since the attacks on the U.S. embassies in East Africa. Israel provided the United States with information relating to the investigation of the attacks and about the connections of the Saudi billionaire Osama Bin Laden with various Islamic terrorist groups."

An editorial from the same paper By Zvi Bar'el suggests:
"Striking at the "infrastructure of terrorism," as President Bill Clinton defined yesterday's strikes on Sudan and Afghanistan, is a well-known formula.
Generally it is invoked to cover up a lack of precise and immediate information about the perpetrators of attacks and the places where they have found refuge.
In the absence of precise intelligence, the administration has in the past also adopted two general methods of operation: bombing targets of some kind, which can be reasonably linked to terrorist activity, and imposing sanctions. "
