Barter in Russia

I have no information to address Chris Burford's points about barter in
Russia, though what he says does not surprise me in the least -- f'rinstance,
the Russian army has been unable to live on its pay for years and hires out in
whole units to the highest bidder.  

However, after the fall of the wall, there was a worldwide conservative crow
about the end of/ failure of communism.  Shall we now crow about the end
of/failure of free markets?
