Well, American workers are _cheaper_ than German ones, aren't they? And
Japanese auto manufacturers set up plants here to escape the quota. And
both German and Japanese firms were given great deals from local
governments--in terms of taxation, land use, etc.--so it's no wonder they
set up shops.
