A World Bank anthropologist told me that about the Philippines. I mentioned it to Jeff Winters of Northwestern - who exposed the World Bank's adoption of Suharto's fraudulent poverty stats - and he thought you could assume the same about Indonesia. Those are 2 notorious kleptocracies, though.
