reported earnings are capped in the public-use files for the monthly census
population survey. before 1984, they were capped at $75K; since then they
have been capped at $100K, so incomes above $100K are reported at $100K.
this does cause some problems for computing gini indexes, but there are ways
to account for it. see jared bernstein and lawrence mishel (of epi) "has
