Pay-to-Stay Jails

Paying for jail space?  What's new?  That's been the staus quo here for
decades.  thus the jails relfect stratification on the outside.  Folks with
money have multiple rooms, phones, televisions, etc.  The poor sleep in the
patio.  Kids live with thier parents if they have nowhere else to go; leave
for school during the day, and go "home" to jail at night.  Etc.
