Max is correct about city managers.  The city manager form of government
was a reform from the early 20th C., in which cities were to be run more
like businesses.

The manager was the CEO and the city council, like the board of directors.
It was also usually linked with the end of ward government in which
neighborhoods could elect their own reps.
