If you read Norman Schwazkopf's autobiog. he makes it clear that the choice of Iraq as enemy number one was precisely because of the disorientation of the US' battle plans after the collapse of the USSR. With astonishing bluntness Schwarzkopf explains that the threw away one set of battle plans - with the USSR as the target - and dusted off his own Middle Eastern strategy with Irag standing in as the Evil Empire.
