as someone who lives in the shadow of Boeing, I think reality lies
somewhere in between.  Boeing is currently lobbying for three new fighters
plus the continuation of the B2.  Of course, all of this is an enormous
waste of engineering talent and a damn inefficient jobs program (but they
do tend to be union jobs), but the political strategy is get the
committments out of Congress. After some of the programs are
inevitably aborted, the contractors still walk away with a piece of change
and some subsidized R&D.
