I thought propaganda was political education. It seems to me it includes futher education of those "converted" on main fundamentals, but also persuasion through education of those partially converted . Most people are in various states of partial conversion and partial uncertainty. Even the "converted" need a lot of reinforcing persuasion, given that bourgeoisie are always trying to "disconvert" them with about 10,000 times more resources than we have.
