This seems a bit thin, not least because "a unified national culture" has never existed in the US. More importantly, how do you distinguish a valid "concern" from a post-hoc rationalization? It seems to me that "a unified national culture" is not a purpose that would unite most of the business community, except as a convenient label for the generally well-worn tactic of differential rewards and punishments to divide the working class.
