Great post. This is very germane to the BOlivian case, where we, a few of us, are casting about for and seeking to build bases of opposition to willy-nilly integration (Bolivia is an associate member of MERCOSUR, bucking for a full seat at the table). At present the "consensus" on opening borders to capital movements, trade integration, etc. here is incredibly strong. How the Norwegians have resisted is enlightening.
