I wish to amplify this excellent point. Since this is not a "rush issue" like fixing AFDC ., I've proposed to have somebody do the research perferably Paul and Associaties as to how this was accomplished elsewhere. Given some information as to how this is done one elsewhere could find out if this was Utopian or realistic and propose plausible strategies. Ditto with other issues which are not immediate life or death crises. We have about a 150 years or more of relevant history in the industrialized world most of it documented. There is no reason to be parochial, this isn't the wild west. Everything that happens in US history is far from necessarily new and unique. --mike
