<!doctype html public "-//w3c//dtd html 4.0 transitional//en"> <html> I would like to invite participation from all marxists on this list to participate in a simulated virtual debate of the Chinese Communist Party (CCP) Polibureau. Topic: An effective policy for China as a leading global revolutionary force for the 21st century. Background: On the eve of the 21st century, CCP finds itself being the only communist party in control of a major government.  Under its leadership is one fifth of the globe's population in a land mass equal in size to the United States. In 1999, the People's Republic will celebrate the 50th anniversary of its founding under CCP leadership and it is fitting that  a policy review be conducted in connection with important occasion. There has been a relentless blitz of propaganda in the past decade about the global collapse of communism and the global dominance of market capitalism.  Capitalist intellectuals are claiming these events as inevitable historical developments rather than the unfortunate result of capitalism having won some major battles in recent decades in the protracted struggle for a just global order.  While CCP categorically rejects such capitalist propaganda, reality compels us to recognize that the global system as it is currently constituted is dominated by capitalistic forces and procedures.  We must deal with this as a fact but we must not accept it as a natural state. Issues: It is self evident that the sound internal development of socialist China is a prerequisite to China's hope to be the engine of global socialism development. It is also clear that the survival of socialism in China is in no small measure due to CCP's refusal to unconditionally open China's markets to global capitalism, despite the substantial costs inherent in such a policy. As history shows, the continued growth of Christianity as an active force in human affairs rests on the never-ending evolution of its theology in response to changing socioeconomic conditions. Accordingly, CCP now calls for a review of new, non revisionist marxist theory on revolutionary development as an conceptual anchor for our operational strategies to deal with the challenges of the future. The whole range of issues: economic policy, foreign policy, security policy, social policy, including population issues, and cultural policy are open to debate. We suggests that debate style be tie closely to pragmatic proposals the efficacy of which should be evaluated by open minds rather than doctrinal fixations. In healthy marxist tradition, comrades are reminded that expert jargons are generally not useful for communicating with party rank and file, let alone the masses.
