Basically, his analysis is that the war is part of the US effort to recast NATO as a world-wide "zapping" force to keep everyone under a nice orderly hierarchy topped by the U.S. He sees it not as a sign of EU strength, but of EU failure to come to any real political union. The "cruise missile liberals" he sees as a sign of desperation and despair about politics: if you see people suffering, instead of the usual strategies of organization and public pressure, you just agree to send in the bombers.
