Robert Kagan, a senior associate at the Carnegie Endowment for International Peace, and John Hillen, a decorated Gulf War veteran and a senior fellow at the Center for Strategic and International Studies, debate the question of the moment: Should NATO send in ground troops to Kosovo? According to Kagan, "since the bombing began, the national interests at stake have grown considerably to include the future of NATO and the international credibility of the United States." He argues that if the United States has forces stationed near enough to mount a rapid incursion "let's get going."
