Ok, we use "Clinton" as a synecdoche for the executive committee of the U.S. bourgeoisie, and I suppose we can use Milosevic in a similar way, but surely Milosevic doesn't rule on his own. It makes nice propaganda to demonize the target, but it's not very illuminating. Who are his colleagues, and what is the social base of his rule?
