How does the "critical systems heuristic" (CHS) espoused by Werner Ulrich help analyze the privatization of social welfare and development vis-a-vis NGOs?   What are some possible misgivings of this approach?   
A philosophical and heuristic framework for critical social inquiry and design could pave way for emancipatory approaches in development.   What are your thoughts on this?
