KLA volunteers

I remember back in the 80s when some American leftists were talking of
going to fight for the PLO or the Sandinistas that it was said if an
American goes to fight in combat in another country they would be
prosecuted for some betrayl to the country, or something like that.  If
that was true, then would not the Americans who just joined in arms with
the KLA be subject to similar laws?  Does anyone know anything about this?
