I don't mind calling it 'non-minor'; I do mind statements to the effect 'the welfare system has been dismantled.'

FSP and Medicaid are uncoupled from AFDC, so losing TANF has no bearing on their eligibility for the other two.

How to informatively scale the number is not a trivial matter, since higher incomes push people out of the range of eligibility. When I write my "the welfare system is not destroyed piece" I'll try to address this.

We should not forget the new health block grant which provides health care services to kids.
