Contrary to appearances, for any practical purposes there are
zero gun laws in New York City.
You've confused criminal behavior with the law; and in doing so, perhaps you've made my point: if it were a 'gun problem' perhaps you could end the problem by removing the guns. But since it so clearly is not, 'gun laws in NYC' seem silly.
