To add a bit more to Max's numbers:

On April 12, 1999, Robert Pear had an article in the New York Times that summarized the recent major studies on Medicaid coverage. In New York, the number of people on Medicaid has dropped by 9% since Clinton signed the welfare reform bill. Other states: New Jersey 8% drop; Oregon 11 % drop; Texas 15% drop; Pennsylvania 13% drop; California 8%.

States are using only about 10% of the $500 million available to carry out the Medicaid provisions of the PRA of 1996.
