There appears to be some good news here. The following are excerpts from an article in today's NY Times by Jane Perlez:

"With mounting eagerness, the administration appears to be focusing on a diplomatic strategy and using Russia, whose opinion it spurned at the outset of the conflict, to help find an exit out of an increasingly difficult situation. After a telephone call from President Boris Yeltsin to Clinton on Sunday, Deputy Secretary of State Strobe Talbott made a one-day visit to Moscow to explore the potential of Russian mediation.

"The potential use of Russia as a mediator turned into an option, administration and European officials said, as the military outlook of the Kosovo conflict became less certain.

"'The administration is throwing a "Hail Mary" to the Russians,' said an adviser to the White House."
