Better to not get into geography. It's pretty controversial.

I didn't say they blame the parents. *I* blame parents. Based on their reports and other information, my claim is that parents are an important factor, both for understandable reasons (i.e., long work hours), and others that are less justifiable (i.e., indifference, brain rot).

Looks like we agree then. The other points you enumerate are well-taken, as far as I'm concerned. Particularly non-school factors, which I mentioned my own self.
