No, the borders of the republics and autonomous provinces did not and were not designed to coincide with the 'ethnic' borders. All of them were internally multi-ethnic, as Yugoslavia was (and the rump Yugoslavia is) multi-ethnic. Consult the scholarship on Yugoslavia published before 1990.
