Brad,
this sounds to me like the Emilia-Romagna. Until recently its manin city,
Bologna was governed by the left. In the 60ties and 70ties the Bologna city
government was controlled by the Communists and a sort of showcase for
efficient administration ( opposed to the corrupt Christian Democrats ).
