it. Clinton had no political cover for a veto and would likely have been

enough to look at the polls. Better he should have vetoed it and let
Dole do the signing?

Not that I agree that that was/is the only possible outcome. But, why not go down fighting?
If polls said that Slavery was OK with the majority, would it be better to sign on just to stay in office?
