Tax breaks and WTO

So Max, or anyone, what's your sense of the "incidence" of a corporate income tax - does capital pay it, or is it passed along to final consumers? My guess is that they wouldn't spend all that money on lobbyists if they could fully pass it along, but the issue is still controversial in the economics literature, no? Doug

The details are unsettled but there is basic agreement that it is borne by capital. If you buy globalization whole hog, then imports and footloose capital combine to push the burden onto workers.

The lobby argument only goes so far, since there is much more agreement about sales taxes falling on consumers, but that doesn't stop retailers from opposing them.
