Actually, an occupying army has a lot more discipline than the NYPD.
What I'd like to see some agitation for is:  having Clinton declare
federal martial law in NYC, dissolving the NYPD and arresting Giuliani.
Might as well put Clinton's good standing in the polls to good use!
