I could be wrong, but I believe there is a difference between hollow point and dum-dum bullets. As I understand it, dum-dums are made of soft lead, and rather than flattening out like hollow points, they break up and expand, making huge exit holes. They are both bad, but I believe dum-dums are supposed to be much worse, and only they are banned by the rules of warfare.
Not that this changes my astonishment that Guiliani would choose now to introduce hollow-points. I can only imagine he thinks a reputation for brutality to blacks will actually be good for his Senate chances.
