I don't have an aesthetic theory either, and I have some doubts as to whether it is possible to build one. But this is about the stupidest statement on art or "art" that I have ever seen. By the same token no one could judge a word processing program who was not a software engineer, no one could judge the flavor of a peach who was not a fruit farmer, etc. etc. Obviously the only people capable of describing a product are those who use it. Poets are capable of discussing poetry only insofar as they are readers rather than writers of it. Chuck seems to have the same attitude towards non-artists that Hitler had towards non-aryans.
