I'm not sure I characterize the Dow as an "ideological artefact" - an artifact suggests that it doesn't have much impact. To the extent that the editors at the WSJ and S&P wonks are ideologues of the rightwing, it is true that they (and they alone) determine which companies are in/out of the DJIA and S&P 500.
