PRIMERA DE TRES PARTES // FIRST PART OF THREE

First of all, I thank very much my dear friend Jan Slakov, from the Democratic Renaissance, for having sent to me the article by Chossudovsky so promptly. I promise to write to you quite soon!

Introducción en español // in Spanish *********************************************** As palavras que porventura possam não ser entendidas pelos brasileiros serão postas entre colchetes, cierto de que ellos sabrán bien comprender la lengua gemela. Escribo esta introducción en castellano por razones de brevedad, para nuestros amigos de las listas hispanoamericanas, puesto que el problema brasileño se convierte hoy en un problema magno e inmediato de Argentina, Uruguay y Paraguay y luego __en cadena__ de todo el continente, más lejano aún [longe ainda] , hacia [até] México, Estados Unidos y Canadá.

Adelante síguese más un buen artículo del economista canadense Michel Chossudovsky, de la Universidad de Ottawa, un firme opositor del neoliberalismo. Este es de especial interesse para Brasil, Argentina y el resto de Latinoamérica, ahora que el Plan Real muestra toda su flaqueza intrínseca y que el derroche [desbarato] financiero del desgobierno de Fernando Henrique Cardoso pretiende "solucionar" la crisis crónica en beneficio de la grande banca nacional e internacional. Es un artículo claro, verdadero, bien fundamentado, didáctico y vigoroso. Vale traducir estos párrafos, que tienen un coraje que todavía hace [ainda faz] falta a los líderes de la propria izquierda brasileña:

"Un proceso económico mortífero fue iniciado: la devaluación hizo [fez] disparar una espiral inflacionaria que contribuyó ---juntamente con la aplicación de medidas de austeridad masivas-- para embobrecer brutalmente la población de Brasil, incluída la clase media." (....)

"¿ Crímines económicos contra la humanidad ? Aquellos responsables en Brasília, Washington o Nueva Yorque no deberían salirse buenamente como si no lo supieran [não soubessem]. Las autoridades monetarias de las naciones del G7 y de catorce (14) otros países han financiado la fraude patrocinada por el FMI por medio del BIS -- Banco de Arreglos Internacionales. Los gobiernos estaban plenamente conscientes de las implicaciones del acuerdo de empréstitos del FMI. Tienen una pesada responsabilidad al endosar la fraude de millares de millones [bilhões] de dólares que conduce al empobrecimiento brutal del pueblo brasileño." (y se le puede añadir [acrescentar] de los vecinos del Mercosur también)

"Mientras [enquanto] la comunidad internacional permanece reluctante para acabar con el consenso de Washington y desarmar a los mercados financieros, hay indicaciones de que asaltos especulativos semejantes están para ser echados [lançados] contra otros países en América Latina, Asia y Medio Oriente con consecuencias económicas y sociales devastadoras."

Nos recuerda Chossudovsky que entre julio de 1998 y enero de 1999 "50 mil millones [bilhões] de dólares de las reservas monetarias en moneda extranjera (negociadas principalmente en opciones de la Bolsa de San Pablo, Bovespa, y contractos futuros) fueran apropriadas pro instituciones financieras privadas. Esto equivale a 6 por ciento del PNB de Brasil. El dinero confiscado por medio de la huída [fuga] de capitales fue nuevamente emprestado a Brasil en el contexto de le operación de 41,5 mil millones [bilhões] de dólares..." (refiérese al empréstito por medio del BIS). Y continúa: "Despilfarrado [exaurido] por la huída de capitales, la riqueza monetaria brasileña estaba siendo saqueada: en los meses anteriores al lío [confusão] financiero de enero el flujo de salida delas reservas cambiales crecía, sin disminuir, a razón de 400 a 500 millones de dólares diarios...

La salida de capitales durante las primeras dos semanas de enero alcanzó 5,4 mil millones [bilhões] de dólares (de acuerdo con fuentes oficiales)."

La suerte del Mercosur está echada [lançada] y, objetivamente, estamos en un huracán [furacão] revolucionario. Se necesita de una acción internacionalista, que no se circunscribe al Cono Sur. Tenemos que irnos a las calles para exigir que los criminales que gobiernan aún ---no hay otra palabra--- incluído todos los miembros del principal equipo económico

renuncien o sean depuestos (legal o ilegalmente), que sean punidos y que hayan elecciones inmediatas en el nivel federal, al menos. Hay que se hacer huelgas generales contra el desempleo y el hambre e incentivar a los trabajadores a ocupar y controlar los puestos de trabajo donde se despidan empleados.

Tenemos que decir claramente al pueblo que la situación venidera, aunque con un gobierno de la actual oposición, será muy difícil. Hay que decretarse la moratoria general, interna y externa, la reducción compulsoria de débitos y el confisco del sistema financiero. Hay que imponerse una dura represión a los saboteadores económicos y sociales y a los especuladores. Hay que poner los medios monopolizados de comunicación social en manos de los trabajadores organizados. Hay que expulsar de nuestras filas a los caballos de Troya y a los partidarios de la bandera blanca.

Desgraciadamente, todo indica que la mayor parte del liderazgo [liderança] del PT (Partido de los Trabajadores), el partido que todavía (ainda) es el mayor de América Latina en número de votos, y la de los demás partidos de izquierda, todos pequeños, no están preparados para dirigir revolucionariamente el pueblo, ni lo quieren (salvo el minusculo trozko, el PSTU). El presidente Cardoso y su equipo económico quizás podrán irse a un exilio dorado en Miami, como bodes expiatorios, pero el arreglo final se hará [será feito] en prejuicio enorme del pueblo.

The same introduction in English **************************************** I write this introduction in Spanish too for the sake of brevity, for our friends of the Spanish-speaking lists, since the Brazilian problem has now became a big and immediate problem for Argentina, Uruguay and Paraguay and soon ---a domino effect--- for the whole continent, even that part more afar, as Mexico, United States and Canada.

A new and good article by the Canadian economist Michel Chossudovsky, from the University of Ottawa, follows ahead. He is a firm opponent to neoliberalism. The article interests Brazil, Argentina and the rest of Latin Ameica very much, now that the Real Plan shows all its inner weakeness and that the financial mess of the misgovernment of Fernando Henrique Cardoso intends to "solve up" the chronic crisis in favour of the big capital, both Brazilian and international. It is a clear, true, didactic, vigorous and well based article. These paragraphs worth to be mentioned, since they show a courage that still lacks to the leadership of the own Brazilian left:

"A deadly economic process had been unleashed: the devaluation had triggered an inflationary spiral which had contributed --alongside the application of massive austerity measures-- to brutally impoverishing all sectors of the Brazilian population including the middle class." (....)

"Economic crimes against humanity"?... Those responsible in Brasilia, Washington and New York should not be allowed to walk away as if did not know... The monetary authorities of G7 nations and fourteen other countries co-financed the IMF sponsored scam (through the Bank of International Settlements). The governments were fully aware of the implications of the IMF loan agreement. They bear a heavy burden of responsibility in endorsing a multi- billion dollar scam conducive to the brutal impoverishment of the Brazilian people." (one may adds the Mercosur neighbours too).

"While the international community stands reluctant to disband the Washington consensus and disarm financial markets, there are indications that similar speculative assaults are to be launched in other countries in Latin America, Asia and the Middle East with devastating economic and social consequences."

Chossudovsky reminds us that "during a 6-7 month period (July 1998-January 1999) 50 billion dollars of foreign currency reserves (largely transacted through BOVESPA options and futures contracts [Bovespa= São Paulo Stock Exchange] ) had been appropriated by private financial institutions. Equivalent to 6 percent of Brazil's GDP, the money confiscated through capital flight was to be "lent back" to Brazil in the context of the 41.5 billion dollar operation..." (he refers to the BIS settlement). "Marred by capital flight, Brazil's money wealth was being plundered: in the months preceding the January financial meltdown, the outflow of foreign exchange reserves was running unabated at a rate of 400 to 500 million dollars a day... Capital flight during the first two weeks of January was of the order of 5.4 billion dollars (according to official sources)."

The destiny of Mercosur is at stake and, objectively, we are in a revolutionary hurricane. An internationalist action is needed, which must not be restricted to the Southern Cone of America. We must go to the streets to claim that the ruling criminals ---there is no other word--- including all the members of the main economic team, either resign or are overthrown (whether legally or not), be punished, and that elections take place immediately, at least in the federal level. General strikes must be made against unemployment and hunger and the workers must be incentived to occupy and to manage the workplaces where employees are being fired.

We must clearly say to the people that the coming situation, even with a government of the present opposition, will be very difficult. The general default on debts (moratorium) must be decreed, both internal and external, as well as the mandatory reduction of debts and the confiscation of the financial system. A harsh repression against economic and social saboteurs and speculators must be launched. The monopolistic midia groups must be put into the hands of the organized workers. The Trojan horses and the white flag partisans must be expelled from our ranks.

Unhappily, everything indicates that the most part of the PT (the Workers Party) leadership, the party that still is the largest of Latin America in number of ballots, and the leaderships of the other leftist parties as well, all of them little ones, are not preparated to lead the people in a revolutionary way, and don't want it (at the exception of the minute Trotskyst PSTU). President Cardoso and his economic team perhaps may go to a golden exile in Miami, as scapegoats, but the final settlement will be made with enormous losses to the people.
