Last week the House voted to stop funding on the F-22 becuase it wasn't needed. This week they released a report saying the Petagon illegally spent money on projects Congress had stopped. By current standards, this is a surprising show of backbone. And in both cases the leaders, at least the ones quoted in the New York Times, are Republicans. (Clinton BTW has already said he thinks the F-22 vote should be reversed.) Does anyone know why? Has there arisen a Republican sub-constituency for cutting the defense budget? Some gathering of old fashioned fiscal conservatives and neo-isolationists, perhaps? So far, I'm all for it.
