Revised Update: Berry's Offer and Bramson's statement

Max mentioned some problems with Berry's offer.  If I were Berry I would
make a similar offer.  The opposition dies down.  Then in 6 months say, we
studied the situation and now ....

Hard to rouse the opposition a second time.
