So you must agree with Ellen Frank that the "progressive movement," whatever that is, should also criticize the practice of running giant surpluses (and a debt paydown) off a regressive tax and talk about spending public money instead. The respectable parts of the "progressive movement" won't do that because it's fiscally irresponsible.
