Peace has politics as well as war has politics. What is important is the
politics. 

On this question it looks pretty progressive to me if the US would cut its
maximum troops in europe from 100,000 to 25,000.  This implies a move to a
more multi-polar world. Whatever short term limited temporary motives some
its supporters may have for voting for it, it looks progressive in the
wider context.
