IMF managers know, or can be reasonably expected to know after 18 years, that their conditionalities will cause massive deaths through hunger. After the Great Leap into Structural Adjustment, the 1980s were lost to Latin America and Africa: GNP failed to take off, investment took a nosedive, while poverty, unemployment and the disparities of all kinds mounted. Results from the 1990s so far reveal no turnaround. Ironically the countries that have been most subservient to the World Bank and The IMF, those of SubSaharan Arrican, seem to have performed the worst, becoming significantly poorer after several rounds of structural adjustment and stabilisation loans.

Unchecked by a free press and substantive democracy, Mao led his country into catastrope. IMF technocrats working on the behalf of the rich of the rich countries have engineered a far greater catastrophe for a far longer period.
