Brad gives data indicating that the Soviet economy grew less rapidly than
Japan's did. The anchor that held back Soviet developemnt was the need to
match U.S. military spending, a burden that Japan did not bear. In
addition, Japan had a relatively homogeneous population with a long
history of education, additional advantages that the Soviets lacked.
Once Reagan & Co. faked the star wars achievements, Gorby threw in the
towel, realizing how difficult it would be to create a real Soviet
equiivalent to the false U.S. achievement.
