Sure sounds that way. Greenspan has been worrying for months that the pool of available workers was getting too small. This is a way to enlarge the pool. God, the Clintonites are so vulgar. No arguments from justice or ethics for them - it's just good economic policy. Like his "we don't have an American to waste" line about racial discrimination. Or Hillary's view of kids as an investment.
