wrong, the OSS was established under the Joint Chiefs of Staff by order of Roosevelt on 6 June 1942...its predecessor was the Office of the Coordinator of Information which operated from 1941-42... perhaps the know-it-all who posted this has mistaken the OSS for the SIS - Special Intelligence Service, established in 1940 under the auspices of the FBI to do 'intelligence' work in Latin America...Michael Hoover
