Canton is in Switzerland. The correct name is Guangzhou unless they think British imperialism is alive and well. You can't push effectively for neo-liberal globalization if you don't know your geopolitical economy. Your wish for Shanghai and Guangzhou adopting governments like Tokyo, Taipei and Washington through American policies of economic engagement is precisely why there is a growing faction in Chinese politics that opposes excessive dependence on foreign trade. Trade, to succeed, should remain just trade, with no devious political agenda attached to it. Trade with poltical objectives is called imperialism. BTW, in what away are Tokyo, Taipei and Washington similar?
