The coming Japanese militarism

In the last issue of Kyoto Journal there is a paper about Japan's decision
to set up a "theater missile defence" system (?), a very interesting piece
about recent decisions regarding japanese-american joint policies in the
area.

I am not sure the article is on the web, and I don't have te reference
anyway.
