I think this refers to the fashionable idea, gleaned from Polyani, that all societies have markets, but only under established capitalism does the supposedly "self-regulating" market rule all society. "We" must subdue the market, make it subordinate to society, and serve our needs, instead of being subdued, subordinated, and driven into servitude by it. This is very popular with folks like Jospin and also with NGOs.
