I worked w/FEMA 15 years ago. (Gahh!!!) They were a bunch of putzes. Couldn't organize a three-car funeral. The idea of them concocting a secret plan is a big giggle.
Wasn't until the 'I feel your pain' administration came in that FEMA began to resemble a well-run organization.
