The CG tax cut passed only at the behest of Clinton
in order to get his balanced budget deal.  Would never
have made it otherwise.  So it was more Clinton than
the Congressional dems, and less a tax intiative than
a budget one (no less incorrect).  There is more
general delusion about budget balance than tax
cuts for the rich among Dems, even on this list.
