The basic intentions of the men (women?) who make these decisions have very doubtfully changed since the days when the same persons not only approved but aided military coups in Brazil, Chile, Argentina, Indonesia, etc. etc. etc.

The "kneejerk" or "dogmatic" negative response to all diplomatic or military activity by all imperialist states is looking better and better. It is merely a response to reality, like blinking your eye when dust blows into it.

Charles: I agree with Carrol. And we may think of the reflex response he describes as like a legal presumption. We presume against imperialism, until that presumption is rebutted. The burden of proof is on the proponents of imperialism's actions to rebut the presumption.

The presumption is not arbitary. It based on overwhelming empirical evidence from past experience with imperialism.

The necessity to be disciplined in applying the presumption is that imperialism's mouthpieces always present a good cover story. Remember "Remember the Maine" and "The War to End all Wars" .
