Stiglitz has done a lot to shake up the conventional neo-classical paradigm, by using its own language and techniques. As math goes, it's somewhat past midway on the scale from simple to most difficult.

But you can forego all that stuff by checking out his "Whither Socialism?" or his book of lectures on The Economic Role of the State. The latter is the mother lode of basic principles bearing on questions of privatization.
