According to NPR yesterday afternoon, the Congress has already done $27 billion in 'emergency' spending this summer and more is expected. Emergencies like the census that nobody could be expected to see coming.

Quite right. But even this is not enough to bail them out. As the 'emergency' number grows, the manifest idiocy quotient increases much more rapidly.
