President Clinton's top-secret "info-war" strategies against Serb leader Slobodan Milosevic proved less effective than hoped, according to U.S. government sources. The idea had been to use high-tech strategies to delete funds from Serb bank accounts and otherwise disrupt Serb computer systems.

The sources said the schemes were undercut by a shortage of human intelligence inside the Serbian government, spies who could pass on bank account numbers that then could be targeted by CIA computer hackers. Still, these "info-war" operations continued after the end of NATO's air war, the sources said.
